Zenith Psychological Services
Cheour registered for her own practice in 2015. Her private practice was called Zenith Psychological Services. They filed reportes in 2017 and 2018. Zenith lost its corporate status in 2019 for failure to submit an annual report. They were never registered with the Better Business Bureau.

Medicaid Fraud
On September 27, 2019 the Florida State Department of Health petitioned Cheour to court. Agency of Healthcare Administration had terminated Chour’s medicaid case. This means they can no long bill medicaid for their services.
Cheour violated Section 456.072(1)(kk)
(i) Except as provided in s. 465.016, failing to report to the department any person who the licensee knows is in violation of this chapter, the chapter regulating the alleged violator, or the rules of the department or the board.
Being terminated from the state Medicaid program pursuant to s. 409.913, any other state Medicaid program, or the federal Medicare program, unless eligibility to participate in the program from which the practitioner was terminated has been restored.
The Florida Department of Health is requested that the Board of Psychology impose one or more of the following:
- Permanent revocation or suspension of license
- restriction of practice
- imposition of an administrative fine
- issuance of a reprimand
- placement of the respondent on probation
- refund of fees billed or collected
- remedial education and/or any other relief that the Board deems appropriate

“This woman did not properly inform us or the families properly that she closed the center on Feb 5, 2019. BY WORD OF MOUTH, We heard that the center was closed. She lied and said it would be open the following day. She has not paid over 100+ RBTs and Licensed Professionals for MONTHS of work and inconsistently pays us. We asked her about getting paid and she keeps telling us to contact her Boyfriend Lawyer. She told people on Tuesday Feb 5 she would have their money from Medicaid and to come to center to get paid AND SHE CLOSED THE OFFICE THAT DAY. What a SHADY thing to do to employees and their families. She fired people on Feb 8. She even told the Payroll person not to prices payroll last week. She left almost 300+ families WITHOUT SERVICES! She filed for bankruptcy since last year. She left almost 300+ families WITHOUT SERVICES! THIS IS ILLEGAL! You have a massive lay off and dont properly address employees. THE NEGATIVE COMMENTS ON HERE ARE TRUE! BELIEVE THEM! The only time we as employees hear from her is when she needs something! for instance on Feb 9, 2019, she email us saying she’s the new clinical direct of a new company and wants us to communicate with the parents to transfer the kids over! HELL NO! How the fuck you just closed on Feb 5, 2019 and already have a new location. She calculated she was going to do. I hope Medicaid comes after your ass. Do not trust this woman with service. So many RUMOR coming from HER MOUTH about why the center is closed. First is a day off, then it bankruptcy. Florida has the WARN Act in place for a reason for employees and i you have been effected, CALL AHCA, APA, Department of Labor, Call Medicaid to see if there was bill done under your provider number because if she Billed and did not pay you, SHE WILL BE PROSECUTED! And NO I WILL NOT TAKE THIS DOWN!”
Please forgive me for sending this e-mail to you so late. We only learned of these issues on Tuesday afternoon and the
| week has been quite hectic. Since I know that you have heard many rumors, I want to offer you an explanation. About 6 months ago, our medical records were audited by Medicaid. We submitted the requested records via mail and heard nothing from them for 3 months until program integrity told us that they weren’t able to open the encrypted drive we had mailed to them. We were asked as to re-send the records. This occurred over the winter holidays during the transition time from independent contractors to employees as well as the time we had to let Medicaid know of the updated RBT status of our people. Nonetheless, we submitted our records yet again, this time in duplicate drives to ensure there would be no chance of the drive arriving corrupted. Again, we were told they could not open the drives. It was clear program integrity simply didn’t know how to operate the encryption software to properly mount the drives. At this point, we drove to Tallahassee to personally turn in the audited records in question. Regardless, by this time, program integrity had decided that we looked suspicous enough for them to suspend payments to us. We were told that we ought to continue operating as usual while turning in all paperwork related to new claims for the next 90 days. After this period would be over, they would reinstate our status and pay all claims filed during the 90 day period. Unfortunately, there’s no way I could ask our providers to work without pay for 3 months or pay all providers out of pocket for this period. As a result, we asked Medicaid to remove Zenith from their agent list. We were never closed by Medicaid, nor were we accused of Medicaid fraud. We had no choice but to file for bankruptcy. Everything that Zenith owes is currently being sold. All funds generated through this process will be distributed to those we owe money to. This naturally includes our providers. If you’re owed money for hours you worked with our clients, you may try to request those funds from Medicaid. My attorney will be happy to tell you more. His name is Robert Furr and he can be reached at 561-395-0500. All our providers who didn’t have some pre-existing restriction still have no restrictions placed on their accounts. This means you’re still free to work and receive compensation. I am deeply sorry about how all of this turned out. I’ve tried my best to arrange things so that our providers get back to work ASAP with as much money in their pockets as I can. In addition, we wanted to ensure our families resume their services as soon as possible. To accomplish this, I’ve began negotiating with a newly-credentialed company about the possibility of porting our people and families over to this company. I am not the owner. Instead, they will employ me as a clinical director. Things aren’t finalized as of right now, but it looks like we can negotiate your salaries as follows: You would have either an independent contractor position paid at $28/h or an hourly employee position as a W2 paid at $27/h. If you are BCBA student, that rate is $30 per hour (1099). |

Fled the Country
Soon after Cheour lost her medicaid license, she fled the country. She moved back to Finland. No innocent person flees the country in fear of prosecution. She did not tell any of her clients or families. She just left. Even all her new social media outlets are offline. The Finnish government might be onto her. Lets hope so. Just in case, I sent them an email.
